modified testdata to generate multiple ARs, CRs, and obspecs

This should satisfy 1616, 1617, and 1618. Note that bands/frontends have been modified to support every frequency in calibratorList.json, and values dependent on VLA Configuration will not actually correlate to the VLA configuration value stored on observation specifications. The service will use fallback values when calibratorList does not provide center frequency. In the UI, a hard refresh is still needed before you can examine the resulting ARs, CRs, and Obspecs
