STT-1710 created FE service and hooked up components for Allocation versions

Reid Givens requested to merge STT-1710-AV-FE-Service into main

At this point, all buttons in the UI will create a set (one for each Facility) of AV's as if it was the first set created from AR's. The endpoints do no yet allow for cloning of AV's, or to create an AV for a single facility, or to update an AV. This will need to be handled in future stories - so don't take any of the button labels too seriously.
