Added means to emit JSON for approved_time

Previously approved MR kept failing api tests. It appears that the migration that was removed from the branch was still being run? No idea. Regardless, a new branch with the one change. Since it was previously approved by Daniel and Reid, I'm marking this to merge on completion of pipeline.
