STT-1960 refactor of timebin endpoints and pressure cooker service

Altered pressure_cooker and timebin endpoints so that ATMV is required and AV is optional.

Also, added option (for future use), apply_time_reservations to timebin endpoints and pressure_cooker Updated tests to reflect this new reality.
