In investigating doc access for SKA, I noticed that I couldn't build Sphinx docs.

I added a .envrc so that NIX can build the environment needed to build the docs.

Also, updated the current version the docs supports.

Using the locally generated docs, I can't get the auth of a user ID to work in IntelliJ right now, so I will create a backlog item to capture this.
