Saving time reservations with one facility configuration choice

I tested manually with GBT and VLA.

These changes are sufficient for the world where:

  • We either have array configurations or nothing in facility configs
  • Just one facility configuration can be chosen
  • Order doesn't really matter that much

In other words, a bit of a kludge, but it will get us up and running I think.
