A simpler view of the facility configurations, as a dictionary of lists of configuration items

This isn't related to any particular story.

This is sort of the higher level view of what a list of Facility Configurations actually is. This code exposes that model, a dictionary from category to list of configurations, both in the backend and to the front-end.
