FE now displays ArrayConfigs and Scheduling Priorities in Scheduling Tools

FE now displays ArrayConfigs and Sched. Priorities in Sched Tools. ArrayConfigs are not shown if they do not exist (e.g. GBT). Added repo method/endpoint to fetch required obspecs by AV. NOTE: there are not yet tests for the added BE code, will add those prior to closing this story
