Set up today as the default date for new ATMs

Daniel Lyons requested to merge STT-2108-permit-default-dates-on-atms into main

Apparently it wasn't the default in the formControls definition.

This leaves open a question about the default array configurations though, because it has to be calculated in a somewhat tedious way, it would need to be moved into the constructor, but then so would about four other things.
