Added ability to generate submitted proposals, reduced DB lookups for services and test data

A later MR will incorporate "submitted proposal generation" into unit tests for more pipeline speedup. For now, testdata from the UI should be much faster, and the pipeline should be considerably faster already with reduced querying.
