In DB, renamed tables and columns per STT-345

There was a bug yesterday where Alembic/Postgres would recreate the capability_request_specs and capability_specs tables after the last migration ran. It appears to be gone now, but I'm not sure I'd appreciate if reviewers would verify this before approving.
