Stt 450 obspec dmo

There are still a couple things I would like to work on here; the way that intents are handles should match the way spectral bands are handled; I'm looking in to why that wouldn't work. Also, the obspec json needs to show the time intervals for each scan. this is not implemented because the ordering ordering was not available yet when I started this. Hopefully there is enough here to allow the blocked tasks to move forward.
