Cleaned up infrastructure files

Specifically:

  • Removed dead code
  • Simplified Dockerfile.local and Dockerfile.ci into the one file for middle-layer and schema
    • Changed Dockerfile.local's to use in-repo CAPO file
  • Commented uncommented files and updated comments in others
