hook up FE to BE for Solicitations and associated objects

Reid Givens requested to merge STT-545-FE-solicitation-service-to-call-BE into main

added interceptor to deal with snake_case to camelCase objects, removed all of the soliciation module, and reworked the solicitation service to call the backend, with the related services changed to just parse the response.
