Updated Scans to include Subscans

Sam Kagan requested to merge STT-639-create-subscan-update-scan into main

Completes STT-639 and STT-718.

In the process:

  • Mapped SpectralBand table into middle layer since it's linked to Subscan.frontend, without a corresponding repository
  • Added add_scan and delete_scan methods to ObservationSpecificationORMRepo, without tests
