files - yay - the big unexpected change here was getting the snakeCase to CamelCase interceptor out of the way of files. and also putting the scientific-justification stuff into it's own component. Also the code to deal with changing a solicitation on a proposal is now gone, because you can't really change it, so no reason to have that code there.
