Replaced the functioanlity of the TargetOverrideMatrix generator service with the ScienceTargetList generator service

Completes STT-829, part of an effort to remove TargetOverrideMatrices as an intermediary between AllocationRequests and ScienceTargetLists.

Along the way:

  • Added a couple tests for the SciTL generator without overridable RMS Sensitivity
  • Removed TargetOverrideConstants
