Added additional permission to support author deletion of capability request

Mark Ferguson requested to merge STT-845_delete_CR_as_author_and_ttamember into main

Based on stakeholder input both authors and tta members should have the ability to delete a capability request from a proposal.

  • original permission applied was proposal_delete which only tta members had permission
  • added capability_request_delete permission since it did not appear we had anything that better fit the need.
