Removed all test data from Alembic migrations

Sam Kagan requested to merge remove-hard-coded-test-data into main

Completes STT-848 and STT-974.

Along the way:

  • Switched tests to get all of their data from the TestDataGenerator
    • TDG uses exisitng Facilities and Capabilities now for realistic-ness
  • Refactored SolCap API tests to avoid globals
  • Restricted SolCaps to not have null Solicitation or Capability ID's
  • Generalized AR API tests to include GBT and VLA AR's, removed unnecessary GBT-specific AR API tests
