STT 882 review process started notify

Added a get_email_address_for_user service which always returns a single email address (mine) to send when processing user-level notifications, like notifying members of SRP when the configuration is complete.

We also have the case where a distribution list will be emailed, which Sam is covering and will include another CAPO setting to indicate the mailing list.
