Implemented an endpoint to update CSR comments

Sam Kagan requested to merge STT-903-get-and-put-csrs into main

Does not complete STT-903 since there aren't yet tests to ensure that CSRs come back from SRP-serving endpoints.

Along the way:

  • Added minimal CSR state-change service
  • Added repo method to retrieve SRs by PPRP and ReviewType of their ISRs
  • Added a new SRP to the TDG for CSR stuff, at data_generator.csr_srp
