Tracked down and resolved a couple of issues that prevented CD certification for reviewers

Mark Ferguson requested to merge fix_conflict_declarations into main

In exploring an interface with Allie and Reid, we noticed that a reviewer was not certified after certifying CDs. This prevented using the FE from moving on to the entry and finalization of ISRs.
