Stt 1251 remove ppr proposals from services
requested to merge STT-1251_remove_PPRProposals_from_services into THE-LARGE-PPR-PROCESS-REFACTOR-OF-2023
All tests in the application and domain layer services are again passing. I've noted at least one TODO comment that will be addressed (likely just removed) when the refactor of APIs is done to remove PPRProposals.
