Remove PPRProposal entity: rest api segment
requested to merge STT-1252-remove-PPRProposals-endpoints into THE-LARGE-PPR-PROCESS-REFACTOR-OF-2023
removed all references to the pprproposal entity, replacing them with references to proposal. Also created the three new endpoints described in STT-1252.
