Overhauled Proposal-list endpoint to serve all Proposals that the requester can see

Sam Kagan requested to merge propose-list-endpoint-overhaul into THE-LARGE-PPR-PROCESS-REFACTOR-OF-2023

Does not complete STT-1266.

Changed only the default behavior; if parameters are supplied, the old behavior is preserved. A tech debt story will be created to address this difference.

Also:

  • Added Proposal repo methods to list by user_id via Author and SR
  • Added Authors to TDG Proposals that lacked them
  • Created service get_and_anonymize_proposals_for_user, an easier-to-use, more general wrapper around anonymize_proposals
