Proposal permission audit

Mark Ferguson requested to merge STT-1264-propose-permissions into THE-LARGE-PPR-PROCESS-REFACTOR-OF-2023

Very small MR to remove the unused proposal_delete permission. Out of this audit, I created STT-1316 as a Tech Debt story to address the non-tta user tests that likely need to be added at some point in the future. Per conversation in the team, it didn't appear to be prudent to attempt to create/address these additional tests at this time.
