Propagated changes from OSRReview to OSRProposalReview through the system

Please take a close look at the schema migration I created and the associated code in orm_model to make sure it is what is needed. In working through the needed changes in the ticket, I'm not 100% confident that I have these dialed in as desired (although all tests are passing).
