Updated endpoint to enforce requirements of STT-1203

  • Refactored existing assignment tests given requirements that conflict declarations had to be made available and the science review had conflicts certified
  • Added tests to exercise various conflict and certified situations
  • Tracked down issue where the order of science reviewers was being expected in a downstream test. Given updates to ISRs for testing for this update, it broke the expected order expected since there was no sort on the science reviewers being returned.
  • Tracked down issue where launch consensus test was not cleaning up and caused downstream tests to fail
