Got external ISRs more or less working through the UI

Sam Kagan requested to merge STT-1328-external-reviewer-ui into main

Does not complete STT-1328.

Known bugs:

  • External Reviewers don't show up in UI till refresh
  • It looks to TTA member like Reviewers belong to SRPs they have external ISR's on as well as their main SRP
  • UI makes it seem like you can assign multiple Primaries/Secondaries to the same Proposal
  • The backend doesn't verify that the Reviewer's and Proposal's SRPs are on the same Solicitation

Non-bugs:

  • ScienceReviewer can be assigned to the same Proposal multiple times

Instructions for assigning external ISRs

  1. Make a PPR Solicitation with multiple Proposals
  2. Configure multiple SRP's on the Sol. and finalize the configuration
  3. As a TTA Member, go to the ISR tab under the Reviews tab in the UI
  4. Click the Assign External ISR button
  5. Pick an item from each dropdown and click the Make Assignment button
