Mean and Std Dev for consensus calculations were incorrect

Mark Ferguson requested to merge STT-1353_consensus_calculations_are_incorrect into main

Mean and std dev now requires ISRs to be a type other than None and a state of Finalized to be used in the calculation. Updated test of mean and std dev to make use of multiple ISRs to confirm correct calculations
