restricted the check for whether the finalize reviews button (ISR) to allow external reviewers to get the finalize button even if their panel is in concsus (provided the other panel for which they are an external reviewer is not in consensus. Also added a distinction to the ISR list view between the logged in user and the selected sr being conflicted. filtering to the panel list to only include panels the user is on (save TTA members) was added.
