Incorporated ppr scoring validation into endpoint, added tests, and updated FE to display tenths if left un-updated, display hundredths if updated.

Hundredths support was requested in STT-1354.

I provided Allie a preview of this treatment and support of tenths vs. hundredths. She indicated that she doesn't have strong opinions about it and wants to look for feedback during internal/external review.
