moved solicitation & proposal generator into testdata package

Endpoint names/routes were changed to differentiate from the solicitation routes (i.e. generate_solicitation_with_proposals instead of solicitation_generate_with_proposals) Note: generateTestData still belongs to the solicitation repo service in the FE
