STT-1529-1530-1531 panel summary and isr unsaved navigation warning, isr expanded state preserved after save

bubbles isr expanded and form dirty status up to parent to stop navigation when unsaved forms are present and to persist the expanded detail state beyond save. Added dirty check to summary view as well.
