Initial Nix configuration

I and a few other developers use Nix to manage our machines. If you don't use Nix or direnv then this change will have no effect on you.

This is an initial Nix Flake for TTAT. It's based on the Flake Parts library.

The aim right now is simply to get the necessary developer tools installed. It doesn't attempt to do anything other than that.
