Some fixes to test steps that Allie noted and I found

Fixed issues noted by Allie in STT-1473

Fixed issue Allie noted in STT-1477 where all PPRs should be in a Saved state (either from the previous test step or through user action in editing a comment)

Added some protection to setting PPR comments so that if they are in a review state of Blank/Saved concatenate the ISR comments, otherwise don't since they were likely set manually
