Cleaned up a merge issue and resolved STT-1619

Removed some FE code that was a merge issue I created when combining with Matthew's branch (runAllSteps form input isn't needed in the testing component now) Fixed the issue described in STT-1619 where you couldn't click generate test proposals multiple times if using an OSR solicitation
