Refactor generate proposals button

Matthew F Harrison requested to merge STT-1641-generate-proposals-button into main

Disable generate proposals button when proposals are being generated, or solicitation is closed. An error message will be displayed if more than 100 proposals are requested.

Loading icon appears while proposal service is loading. Currently, it is placed on the left side of the row.
