WS-2142 Weblog links

Daniel Nemergut requested to merge ws2142-weblog_links into release/2.4.3-rc1

This makes the UI hit the new manager endpoint before showing or opening a weblog URL. If a pipeline directory name is returned by the manager then it will be appended to the previous weblog URL.

I had to involve the manager in this because the weblog pages are simply index.html files within the job/pipeline directories and are outside of the VLASS UI's control.
