WS-1257 QA reject bad planes UI

Here lies the bare bones UI for the QA plane caching selection. I was able to test this with example JSON input so it should be ready to merge. This does rely on the spectral window reading and cache window writing done by the job service in the VLASS project to properly work, but it should fail gracefully without those functions merged in.
