WS-601: Rewrite/refactor ingestion manifest builder to pass disabled tests, part one

* updated testing image manifest filenames to match values in example manifest
* reverted to passing strings rather than enums to IngestionManifestBuilder
* began refactoring ingestion artifacts creation

TODO:
* re-enable remaining disabled tests and rewrite/refactor to make them pass
* implement pending tests
