Added check-build to build and test images using Dockerfile.dev to mimic CI
Removed check-conda and python-setup-develop
make dev now builds the docker base image

Renamed docker-compose.local.yml to docker-compose.yml
Renamed Condaless.dockerfile.v2 to Dockerfile.base
Modified references to files that were renamed

system since I figure that's on its way out the door)

added update and rollback policies for swarm containers when deployed and added commented frontend service to docker-compose.local
