Renamed mark4 directories at the end of the ingest_mk_four_obs workflow to indicate the ingestion status

There won't be a ready status on the dir name coming to the workflow, just appedning a suffix to whatever we're given

Changing ingest_obs workflow to rename directories when starting the workflow and to indicate success/fail status

Renamed data_location to data_src in observation ingestion workflows to make sure a new processing directory is created

The GMVA ingest tool is intended toe run manually so we can use the ingest_obs workflow for GMVA ingestion
