WS-239 problem: argparse is not behaving as advertised; should auto-generate help, but throws SystemExit(0)

WS-239 and WS-184: failing tests are disabled pending rewrite, AND passing around of namespaces is eliminated. It would've been difficult to do in two pieces.

* args are accessed only in locations_report.__init()__
* directory/file-related errors throw custom exception

* refactored LocationReport accepts a List[str] rather than a namespace
* created stand-in for archive service so that tests won't hit the real one

Messaging system is now running on a more robust foundation:
- `kombu` package for AMQP networking
- New Messenger and Router objects
- New message format
- Easy-to-use callback subscribing
- Can now get messages anywhere in the system easily and send replies back easily

This reverts commit 68320db2.

All enabled tests are now true unit tests with no external dependencies; new `requirements.txt` file in `test/` that installs testing requirements (`pytest`, `pytest-mock`, etc.); and `run-tests.sh` now has an extra step that installs these

SSA-6803: removed obsolete/possibly-not-needed scripts. Updated project root (data => workspaces) and now tests that passed before still pass.

SSA-6383: Eliminated duplicate test data from copies in datafetcher/; fixed tests that broke as a result; addressed pylint & SonarLint issues

SSA-6324: proof of concept -- running tests in Docker container. These tests all pass at the pytest command line -AND- inside a  container. scode project updater code removed -- doesn't work, and will be merged in from archive eventually.

Hopefully final changes to setup.py files regarding package name changes; renamed a amqp_helpers dir to channels

SSA-6607: much refactoring of data fetcher and components for testability; lots of tests complete, lots more TODO

Changed import statements to break local testing but fix automatic conda build testing. I'm not sure how to resolve the different import needs.

SSA-6324: refactored prop setter for testability and created tests; added script to run all tests in data repo
