wrote successful test to confirm that we can create a manifest in the correct format. committing as is to allow testing to continue.

* hyphens in manifest text are all changed to underscores
* InputScienceProduct is simplified
* weblog type is now `pipeline_weblog`
* manifest filename is just `ingestion_manifest.json`
