Fixing the collector and ingest script paths to use the sbin path defined in capo since they're no longer copied into the container

This reverts commit c0f8f57a.

Setting ngas_ingest=False when archive-ingestion.skipNGAS=true exists in the capo config, otherwise defaults to ngas_ingest=True (current behavior)

This reverts commit 55931742.

Setting *pbcor.tt0.fits to be the science products, everything else is currently an ancillary on both products

Except for delivery, because why not.
