WS-239 problem: argparse is not behaving as advertised; should auto-generate help, but throws SystemExit(0)

- aat_wrest: utility for pulling metadata for calibration templates
- wf_framework: contains script for setting up CASA processing directory structure

WS-239 and WS-184: failing tests are disabled pending rewrite, AND passing around of namespaces is eliminated. It would've been difficult to do in two pieces.

removed EXPOSE cmd in frontend's Dockerfile.dev and added empty dependencies to CI stages that don't need artifacts for efficiency

Added stubbed front-end support for calibration (the button prints to the console when clicked instead of launching a capability normally)

This reverts commit 48361c15.

- Capability request status page now grabs all correct information from its request and fills that into the UI
- If the request is complete and the execution has a delivery URL, a download button appears on the page linking to the download area
