WS-254, WS-253, WS-251: Catch ingest-complete event, parse it, and create request based on given info

This reverts commit 942beee0

- Local cluster can now run download workflows
- wf_monitor's timeout functionality now works the way we expect it to

- Added PATH_PREFIX variable to build stage to handle dockerfiles at paths other than /services
- removed .unit-test template from .gitlab-ci.yml because it was duplicated

updated coveragerc config files to reflect changes to the shared packages location and modified run-tests.sh

installs all requirements required by all 3 services; new rule: make
clean, which cleans up your Python environment and your Docker environment; make test now runs setup.py files for all packages

Added run-tests.sh script to each service to run our package tester to enable us
to run unit tests from the cmdline and CI
Refactored makefile's make test script to call run-tests.sh in each image

All enabled tests now pass. TODO: Refactor integration tests into unit tests; add more test coverage

Also, added more failfast options to the boot-local scripts

Added check-build to build and test images using Dockerfile.dev to mimic CI
Removed check-conda and python-setup-develop
make dev now builds the docker base image

Renamed docker-compose.local.yml to docker-compose.yml
Renamed Condaless.dockerfile.v2 to Dockerfile.base
Modified references to files that were renamed
