Added passing test for ReingestGroup's dump-ability

Using the sbin location in capo to run the collectors and ingest scripts for the image, cal, seci, and curator workflows

IngestionManifest wanted a Path or None but curation_source was a str so it somehow thought it had a staging_source_dir

Fixing the collector and ingest script paths to use the sbin path defined in capo since they're no longer copied into the container

This reverts commit c0f8f57a.

Setting ngas_ingest=False when archive-ingestion.skipNGAS=true exists in the capo config, otherwise defaults to ngas_ingest=True (current behavior)

This reverts commit 55931742.
