updated coveragerc config files to reflect changes to the shared packages location and modified run-tests.sh

added notification.log to gitignore and minor tweaks
Also moved unit-test template to our CI directory

Added check-build to build and test images using Dockerfile.dev to mimic CI
Removed check-conda and python-setup-develop
make dev now builds the docker base image

system since I figure that's on its way out the door)

Moved recipes, tools, pkgs, and metadata dirs from data/ to data/build/ for a cleaner root dir. Adjusted code to correct for this change.
